This page allows you to newly make or modify registration online for direct debit of funds for repayment of COVID-19 special loans from the Kanagawa Prefecture Council of Social Welfare.
The registration procedure uses "Kessai Station," a receiving agent service provided by SMBC Finance Service Co., Ltd. (hereafter, SMBC).
If you complete the online registration, you will NOT be required to submit a completed, signed/sealed direct debit request form document to the Kanagawa Prefecture Council of Social Welfare.
●Overview of Registration Procedures
① Read the notes on this page carefully before agreeing, proceeding to the next page, and entering your registration information.
② You will be taken to the SMBC website (Japanese only) to select your bank and enter your account information.
③ You will then be taken to your bank's website (Japanese only) to verify your identity using your bank’s procedure.
④ On your bank's website, you will be required to click a button, usually marked "収納企業へ戻る" (return to receiving agent service) etc., to return to the SMBC website. (Required)
⑤ A screen showing your registration results will be displayed.
⑥ Click the button labeled "お申込み受付サイトへ戻る" (return to registration site) to return to the Kanagawa Prefecture Council of Social Welfare website.

2.Handling of Personal Information
・ The personal information obtained by this website will be provided to SMBC and used solely for direct debit operations.
・ If any part of the direct debit process is entrusted to a third-party vendor, the vendor entrusted with the work will not use the personal information in a manner that exceeds the scope necessary for the above-stated objective.
・ All information will be received and stored on servers/in archives located in Japan, and appropriately managed in accordance with Japanese laws and the Kanagawa Prefecture Council of Social Welfare regulations.
・ Information collected from persons residing in the European Economic Area (EEA) will be appropriately managed in accordance with the EU General Data Protection Regulation (GDPR) in addition to the above.

3.Direct Debit Regulations
(Not applicable to Japan Post Bank)
1. When an invoice is delivered to my bank (credit union or association), the invoiced amount shall be debited from my deposit account without notifying me. In this case, regardless of the direct debit regulations, I will not submit a passbook or repayment invoice.
2. If the invoiced amount is greater than the amount I can repay from my deposit account on the date of the direct debit, the bank (credit union or association) may return the invoice without notifying me.
3. I shall report to my bank (credit union or association) in writing when I cancel this contract. Unless otherwise requested by me, the bank (credit union or association) may deem this contract as terminated if there are relevant reasons, such as when no invoice has been submitted for a long period without my notification.
4. In the case of any dispute arising in connection with this direct debit, I shall attempt to resolve the dispute directly without involving the bank (credit union or association) unless responsibility lies with the bank (credit union or association).
If Japan Post Bank is selected, the regulation for automatic transfer is applied.
